What conditions lead states to engage in interstate managerial coordination? We focus on major powers, arguing that decision makers are more likely to engage in the regulation of the use of force in international relations via managerial coordination when they are likely to be afflicted by aversion to war and have innovative thinking about international relations. We evaluate the relationship between aversion to war, innovative thinking, and engagement in managerial coordination via a large-n study of major power behavior in 1715-2010, and a comparative case study of decision makers during the negotiations at Utrecht in 1713 and Vienna in 1814.
